| 値 | In the history of modern China, the Beiyang government period marked a time when many enterprises were founded, particularly by private capital. We can get a sense of the total picture by examining records related to the official registration of such firms. The first objective of this essay is to use the registration records to outline the pattern of the founding of new firms, looking at management forms, scale of capital, geographical location and type of operation. When we look at the overall pattern of enterprise operations, however, we notice that the number of new firms founded reached a peak in 1922-23, and that from that time on the scale of newly founded firms also tended to become smaller. The development of new firms did not follow a smooth course of growth. The second objective of this essay is to examine the reasons for this pattern. In doing so, I will use the legal regulations which created the framework within which enterprises operated, as a way of approaching the firms and their management problems. The discussion will be illustrated with examples from the experience of actual firms. This approach should allow us to clarify some of the special characteristics of enterprise activities during the period of the Beiyang government. |
