| 値 | Land reform in the New Liberated Area of North China was begun on October 10, 1949 on the orders of the North China Bureau of the Chinese Communist Party ; this was only ten days after the official founding of the People's Republic of China, and marked the earliest mass movement that effected the rural social base after the founding of the new state. In this essay, I will examine the land reform movement in the Hebei Newly Liberated Area, paying particular attention to the process by which the movement was spread to the villages. Secondly, I will give particular attention to the problems that arose in Lulong County of the Tangshan Special District. According to the understanding of Party Central authorities, the problems arose because of one-sided directions issued by the Tangshan Special Party Committee. Thirdly, I will examine the steps taken by the North China Bureau and the Hebei Party Committee to correct these errors, looking at the system of qingshi baogao, that is asking directions before taking action, reporting on results afterwards. This system, which was the key to the resolution of the problems, was designed to bring unity in thought between different levels of party and state organizations. This study should allow us to clarify how the system for understanding developments at the most basic level of society was developed in the early years after Liberation. |
