| 内容記述 | ICT活用は世界の大学のあり方を大きく変えようとしている。放送大学においても、従来の放送授業から、インターネットによるオンデマンド型配信授業で学習する学生が増加しており、印刷教材のデジタル化も検討課題になりつつある。 日本でこうしたICTによる学習の変革を一番切実に必要とし、ここ20年、パソコンを最も先鋭的に活用し学習に役立ててきたのは視覚障がい学生である。2011年現在、放送大学に学ぶ視覚障がい者は142名。全国の高等教育機関に学ぶ視覚障がい者の20％を占めている。 放送大学では第一期卒業生の杉山和子氏がボランティア組織「菜の花の会」を立ち上げ、視覚障がい者が抱えていた印刷教材を読むことの困難さに支援がなされた。放送大学がこの地道な活動を継承し、ICTを活用した活動として発展させるために、「菜の花の会」のこれまでの活動を振り返り、記録しておきたい。 |

| 値 | The purpose of this paper is to examine the activities and significance of 'Nanohana no kai', a voluntary support group for the visually impaired at the Open University of Japan, in terms of utilization of ICT and support for students with disabilities. This discussion will lead the way in how we build a support system for students with diverse learning needs at the Open University of Japan. Utilization of ICT will significantly change university education worldwide. At the Open University of Japan, beyond the traditional media of television and radio broadcasting, the improvement of students' abilities to use computers, the enhancement of the e-Learning system, and digital learning materials have become pressing issues. Digital learning materials are to achieve flexible forms of learning. In particular, for the elderly, the disabled, and international students who have language problems, a media technology which presents languages in various ways will be useful to improve their learning skills. However, laws are required to ensure that students with disabilities are assisted. These already exist in North America, Australia, and the EU. Japanese universities may lag 20 years behind in disability services. As revealed in this paper, the Open University of Japan enrolls more than twice the number of disabled students than other universities in Japan. The increase in disability services at the Open University of Japan will not only support students at this university, but will also challenged students in other universities which share a credit-transfer system with the Open University of Japan. |
