| 内容記述 | 本稿では、東京（区部）における２つの〈ホームレス対策〉――（更生施設・宿所提供施設・宿泊所からなる）「厚生関係施設」と「路上生活者対策／ホームレス対策」――の1990年代中盤から2011年までの展開過程について行政資料を手がかりに整理・記述を行った。その結果、以下の諸点が明らかになった。 まず、「厚生関係施設」については、その定員の慢性的な不足と支援ニーズの増加が認識されてきており、施設種別の転換、施設での支援の効率化、施設退所後のアフターフォローの充実といった対応がとられてきている。「路上生活者対策／ホームレス対策」については、「就労自立」が基本的な目標に据えられながら、応急的な支援から長期的な支援へ、という方向で展開がなされてきた。また、その具体的な展開としては「自立支援センター」と「緊急一時保護センター」から成る「自立支援システム」の体系化、借り上げアパートを組み込んだ「地域生活移行支援事業」の実施、その「成果」をふまえての「新型自立支援センター」と「自立支援住宅」等による「自立支援システムの再構築」がなされてきている。 最後に若干の考察として、「厚生関係施設」の不足を補う形で始まった「路上生活者対策／ホームレス対策」が、その展開の結果として「厚生関係施設」のさらなる需要を掘り起こしてきたこと、いずれの対策も施設退所後のアフターフォローにその重心を移動しつつあることが述べられる。 |

| 値 | In this paper, I examine the development of homeless policy in Tokyo Special Wards from middle of 1990ʼs to 2011, especially focusing on “Welfare Facilities” and “Homeless Policy（policy for rough sleepers）” First, “Welfare Facilities” have been insufficient in its capacity all the time and various welfare needs have been required for its users. Therefore, to gain its capacity, kinds of facilities have been changed and the period of use have been shortened, and support for ex-users of facilities have been enhanced. Second, “Homeless Policy” have been mainly focused on support of self-reliance and continuous support have been developed. Specifically,（1）“Self-Reliance System”（composed by Emergence Protection Center & Self-Reliance Support Center）had developed. （2）Low-Rent Housing Program（transitional housing）had implemented.（3）“Self-Reliance System” have been restructured（ adding transitional housing and integrating Emergence Protection Center & Self-Reliance Support Center）. Finally, following facts are pointed out；（1）Development of “Homeless Policy” have been increased the demand of “Welfare Facilities” because “Homeless Policy” have selection process of its users.（2）Both “Welfare Facilities” and “Homeless Policy” have been focusing on support for ex-users to maintain their daily life in local community. |
