| 内容記述 | ソーシャル・ファームは、社会的企業の一種で、障害者など労働市場において雇用されることに不利がある人々を雇用することを目的としており、一般就労という障害者などの社会参加の究極の目標の達成と、民間企業の導入による社会保障費の抑制の手段として世界的に期待がもたれている。我が国には、ソーシャル・ファームという公的な制度はないが、重度障害者多数雇用事業所、特例子会社、就労継続支援事業所などソーシャル・ファームと呼ぶべき事業所が多数存在する。これらの事業所について分析した結果、わが国においてソーシャル・ファームを発展させるためには、（1）福祉団体がソーシャル・ファームを開設することを支援する制度、（2）特例子会社の独立性を高め人権思想の普及を支援する制度、（3）社会起業家を育成・支援する制度が必要であることが明らかになった。 | |||||||||

| 内容記述 | A social firm, which is one category of the social enterprise, is a private company created for the employment of persons with disabilities or disadvantages in the labor market. The social firms in the world are expected to achieve the employment in the labor market which is an ultimate accomplishment of the social participation for persons with disabilities, and to cut the budget of social security by the contribution of private companies. Although Japan does not have the public system of social firms, it has same kinds of facilities which can be called social firms, such as the enterprises employing a large number of persons with severe disabilities, the special subsidiary companies, the welfare factories for continued employment for persons with disabilities, etc. After analyzing these facilities, it is found that we need those public systems in order to establish social farms in Japan such as;（1）the support system for welfare entities to establish social firms,（2）the support system for special subsidiary companies to raise the independency and spread the human rights philosophy,（3）the system to bring up and support social entrepreneurs. |
