| 内容記述 | 戦時下日本で行われた国家的奨学金制度設立の議論でまず問われたのが，貸与制か給付制かであった。国家が必要とする人材の確保には給費が当然であるという意見もあったが，退けられた。給費は国家財政上ほとんど不可能だが，貸費によれば国庫の負担は少ない。したがって，多数の学生に必要額を貸費できるという財政上の理由が大きかったが，子どもの教育は，親の責任においてなさるべきであり，我が国独自の美風に立脚したとされる家族主義が思想的背景としてあった。 | |||||

| 内容記述 | The discussion of the national scholarship system established in wartime Japan was centered on the question of whether to make funds available to students as either a system of benefits or a system of loans. The idea that the nation should recruit future government employees through scholarships as a matter of course was rejected. A scholarship system funded by public finances was seen as almost impossible, but a loan system would enable the national treasury to bear the burden of sufficiently supporting a great number of students. In order to be able to finance the large number of loans required by students, financing a child’s education was felt to be the responsibility of the parents. Furthermore, the belief that management of education should not be handled by the government, but should be left up to individual families, formed the ideological background of this discussion. | |||||
