| 内容記述 | 本論文は，昭和22年に成立した国会法（昭和22年法律第79号）38 条が規定する「通信費」（現在の文書通信交通滞在費）の立法経緯を，GHQによる勧告案との異同の観点から検討し，「特権付与」から「実費弁償」へ，「郵便のみ」から「通信も含む」へ修正が加えられた意義を考察したものである。 | |||||
